PHILIPSBURG TOWN COUNCIL MEETING MINUTES

August 7th, 2018

7:00 P.M. Philipsburg Town Hall

 

Council in Attendance:  Mayor Daniel Reddish, DuWayne Ulrich, John Johnson, and Carl Sundstrom.  Council absent: Nicole Nelch. Others in attendance:  Town Clerk Reed Speegle, Public Works Director John Vukonich, Town Attorney Robet Medof, Bill Cross, Marshall Muchmore, Derek Kuhl, Kerry Hatcher, Mike Marjamaa, Kiara Marjamaa, Darren Shidell, and Barbara Cahill.

 

Marshall Muchmore – Dearborn Water Line

Marhsall thanked the Town Crew and John Vukonich for the work they did in replacing the Dearborn Water line. 

Kerry Hatcher – Water Hookup

Kerry distributed materials to the Council concerning a property he had recently purchased.  It was his understanding that in exchange for an easement through the property that the Town would provide free water.  A short discussion on the history of the project was had.  John Vukonich thought the water rights that were being requested may have already been fulfilled to another portion of the original parcel.  The Council asked Robert Medof to research the issue further.  The topic would be put on the agenda for the next Council meeting.

Dave Benson – Road Access

Mayor Reddish gave some background on the issue and said that he would meet with Dave Benson personally.

Rotary Concert – Stockton St. Closure

Reed Speegle request that that Stockton St be closed July 18th for the Rotary Concert.  Councilman Ulrich made the motion to approve the request, Councilman Sundstrom seconded the motion, and it was approved unanimously.

 

STANDING REPORTS

Sheriff

No report.  Councilman Sundstrom expressed that he would like a representative from the department at a meeting once a month.

Town Clerk

Reed Speegle gave an update on the audit, preparation of the MD&A document, and explained the situation in the office with the printer.  Councilman Sundstrom made the motion to purchase a new printer at a cost of $900, Councilman Johnson seconded the motion, and it was approved unanimously.

Director of Public Works

John Vukonich reported a leak on Brown St the previous weekend that required some overtime from the crew.  A brief discussion of the asphalt replacement on Granite St. was then had.

Town Attorney

Robert Medof told the Council that meeting with the Commissioners concerning the Fred Burr Water Line.  Robert also said he would continue to research the issues with Kerry Hatcher and Dave Benson.

 

Library Board

Barbara Cahill gave a summary of events that had happened and event upcoming.  She brought up the issue of a pay raise for Assistant Librarian Leslie Casey.  Appointment of Members to Philipsburg Area Library Board

Barbara then requested that Linda Ransford and Dustin Muhly be appointed by the Town to the Philipsburg Area Library Board. Councilman Johnson made the motion to appoint Linda and Dustin, Councilman Ulrich seconded the motion, and it was approved unanimously.

Fire Department

No report.

Parks Board

Mayor Reddish informed the Council that the construction of the trail at the Big Town Park was complete.

 

Minutes of Prior Meetings

Councilman Sundstrom made the motion to approve the minutes from 7/5/18 with one edit, Councilman Ulrich seconded the motion, and it was approved unanimously.

Payroll and Bills Payable

Councilman Sundstrom made the motion to approve the bills payable, Councilman Johnson seconded the motion, and it was approved unanimously.

Councilman Ulrich made the motion to approve the payroll, Councilman Sundstrom seconded the motion, and it was approved unanimously.

Water and Sewer Adjustments

Councilman Ulrich made the motion to approve the water and sewer adjustments, Councilman Sundstrom seconded the motion, and it was approved unanimously.

Project Request Payments

Councilman Ulrich made the motion to approve Sanderson Stewart invoice #44754, Councilman Sundstrom seconded the motion, and it was approved unanimously.

Councilman Ulrich made the motion to approve the remaining amount from Sanderson Stewart invoice #44353, Councilman Sundstrom seconded the motion, and it was approved unanimously.

Financials

Councilman Ulrich made the motion to approve the financials, Councilman Johnson seconded the motion, and it was approved unanimously.

 

OLD BUSINESS

Fred Burr Water Line Update

Mayor Reddish recapped him meeting with the County Commissioners.  At that meeting the Commissioners made the motion to give the Town $130,558 of PILT funds for the Fred Bull Line replacement.

Public Works Update

John Vukonich read a letter to the Council informing them of his retirement.  His final day would be September 7th.  Mayor Reddish thanked John for his work for the Town.

Personnel Committee Update

Mayor Reddish gave a recap of a meeting the Personnel Committee had with the Town Crew.  Councilman Johnson said they would be need to begin the search for John Vukonich’s replacement.

RV Park Water & Sewer Policy
Councilman Ulrich thought that only the policy related to water usage for RV’s should be discussed at the time.  A short conversation was had among the Council concerning this issue.  Councilman Johnson said he would like to see a proposed policy before voting on anything.  Councilman Ulrich made the motion to table the issue, Councilman Sundstrom seconded the motion, and it was approved unanimously.

Vacant Council Seats

Derek Kuhl expressed his interest in filling one of the vacant seat on the Council.  He was instructed to submit a letter of interest before the next meeting.  Councilman Sundstrom made the motion for Robert Medof to draft a resolution contracting the Council to 5 members, Councilman Ulrich seconded the motion, and it was approved unanimously.

 

NEW BUSINESS

Property Setbacks

Councilman Johnson wanted to discuss setbacks, impact fees, and lot sizes in the near future.  He said he would research the issues further.

Speed Limit – Kearney St.

Mayor Reddish discussed the traffic situation on Kearney St related to cars going too fast.  He suggested lowering the speed limit to 15 mph. Councilman Ulrich said he was in favor of the whole town being 15 mph.  A brief discussion on the topic continued.

Nicole Nelch – Leave of Absence

Councilwoman Nelch had requested an extended leave of absence until January of 2019.  Councilman Sundstrom was in favor of continue to compensate her in the absence.  He made a motion for her to resubmit her leave under those conditions, Councilman Ulrich seconded the motion, and it was approved unanimously.    

 

NON AGENDA ITEMS

Council

Councilman Sundstrom asked about the leak test of the lagoons. 

Public Comment on Matters within the Town Council’s Jurisdiction

Mike and Kiara Marjamaa brought up an issue of water service to their home at 121 N. Brown.  They said that there was also no water pressure at 119 N. Brown.  Mayor Reddish told them that the Town would follow up to determine the reason for the lack of water pressure.  

 

Councilman Ulrich made the motion to adjourn at 9:15, Councilman Sundstrom seconded the motion, and it was approved unanimously.
