PHILIPSBURG TOWN COUNCIL MEETING MINUTES

December 15th, 2020

7:00 P.M. Philipsburg Town Hall

 

Council in Attendance:  Mayor Daniel Reddish, John Johnson (video), DuWayne Ulrich, Scott Lyons, Carl Sundstrom (video), and John Laigaie.  Others in attendance:  Town Clerk Reed Speegle, Director of Public Works Sam Dennis, and Town Attorney Robert Medof. 

 

Council Vacancy

Councilman Lyons proposed calling a special meeting to interview the potential candidates for the open Council seat.  This was to be scheduled during the morning and afternoon on January 5th.

 

Minutes of Prior Meetings

Councilman Ulrich made the motion to accept the minutes from 12/1/20 with a few edits from Councilman Sundstrom, Councilman Lyons seconded the motion, and it was approved unanimously.

Bills Payable

Councilman Sundstrom made the motion to approve the bills payable, Councilman Lyons seconded the motion, and it was approved unanimously.

Project Payables

Councilman Lyons made the motion to table payment of Triple Tree invoice #25-35-003 on recommendation from Sam Dennis, Councilman Ulrich seconded the motion, and it was approved unanimously. 

Councilman Lyons made the motion to approve payment of Pioneer invoice #14611, Councilman Ulrich seconded the motion, and it was approved unanimously.

Councilman Lyons made the motion to approve payment of Pioneer invoice #14783, Councilman Ulrich seconded the motion, and it was approved unanimously.

Councilman Lyons made the motion to approve payment of Pioneer invoice #14782, Councilman Ulrich seconded the motion, and it was approved unanimously.

UI Permit Changes

Robert Medof said this was not drafted yet.

 

NEW BUSINESS

Sewer Lagoon Update – Black Pine Repository

Mayor Reddish reported to the Council on a zoom meeting that was held with the DEQ.  He said it went really well and included a site visit the following day.  He stated that there are questions as to how dry the sludge material will be by the time the repository is opened.  Sam Dennis said that he had spoken with a potential contractor about processing and disposing of the material to get an estimate on how much work would be involved.   Sam said that the moisture requirements would be determined in January.  Robert Medof reminded the Council to get ahead of the bidding process if that is the route the Town will pursue.  Mayor Reddish made the point that the DEQ could always change their timeline as well.  Councilman Sundstrom concurred that the meeting was productive.

 

NON AGENDA ITEMS

Council

Councilman Sundstrom talked briefly about the rollout for the Covid vaccine.

Mayor Reddish made a statement commemorating Bill of Rights Day.

Councilman Johnson asked about the mask mandate and its enforcements.  Mayor Reddish said it would an agenda item on the first meeting in January.

Public Comment on Matters within the Town Council’s Jurisdiction

No comment.

 

Councilman Ulrich made the motion to adjourn at 7:46, Councilman Lyons seconded the motion, and it was approved unanimously.
