PHILIPSBURG TOWN COUNCIL AGENDA

February 4TH, 2025

6:00 P.M. Philipsburg Town Hall

 

Council in attendance: Carl Sundstrom (online), Jason White, Gary Fujinami, Mayor Daniel Reddish, Josh Henderson. Council absent: Scott Lyons and John Laigaie. Others in attendance: Clerk Rachel Parret, Special Projects Maureen Connor, Foreman Ed Roseboom, Eric Bunting, Heidi Hesser, Peter Chmieleski.

 

CALL TO ORDER: Mayor Reddish called the meeting to order at 6:00 pm.

 

PLEDGE OF ALLEGIANCE: Mayor Reddish led the Pledge of Allegiance.

 

Public Comment Agenda and Non-Agenda

Public Comment on Matters within the Town Council’s Jurisdiction. Public Comment will be limited to 3 minutes.

No Public Comment.

 

Eric Bunting – Town Website and .Gov Emails

Eric Bunting submitted a proposal to the Council to work on the Town Website and .gov emails. Eric Bunting stated that he worked on the County’s website along with several others in the Town. Eric Bunting stated that he specifically works with Wix website which is the website the Town is currently using. Councilman Lyons would like to connect the .gov and the Town website together.  Eric Bunting is not sure if this is possible, but he will try.

Maureen Connor stated that the Town Clerks need to be able to post public notices and we need to make sure this is possible.  Eric Bunting stated that public notices will be able to be posted.

Mayor Reddish stated that the Council will read through the proposal and will get back to Eric Bunting with their decision.  Mayor Reddish stated that he appreciated Eric coming in and discussing the proposal with the Council.

 

Heidi Hesser – BBQ and Car Show

Heidi Hesser stated that the Blues, Brews and BBQ will be on June 14th, 2025, and the Car Show will be July 27th, 2025.  Heidi Hesser requested the approval of having Broadway blocked off for both events. Heidi Hesser stated that both events will leave room for emergency vehicles to have access to the surrounding area.

Councilman Fujinami made a motion to allow Broadway to be blocked off for the Blues, Brews, and BBQ and the Car Show, Councilman Henderson seconded the motion, and the motion passed unanimously.

Foreman Ed Roseboom stated that Public Works had a hard time getting the street all cleaned in time for the Car Show, after the street dance. Ed Roseboom stated that it would be nice if the Chamber would pitch in money to pay the overtime for two people to clean the streets.

Heidi Hesser stated that if the garbage was emptied several times on Saturday of FCVD’s that should eliminate some of the garbage clean up for the Car Show on Sunday.

 

STANDING REPORTS

Sheriff

Sheriff Dunkerson submitted a monthly report to the Council.

 

Public Works Foreman

Foreman Ed Roseboom submitted a monthly report to the Council.

Councilman Sundstrom asked Foreman Ed Roseboom, “How many late notices were sent out and if the blowers at the lagoon were remedy?” Ed Roseboom stated that there were three late notices, and the contractors were troubleshooting the issue with the blowers.

 

Town Clerk

No report.

 

Minutes of Prior Meetings 1/21/25

Councilman Fujinami made a motion to approve the minutes from 1/21/25 with corrections, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

 

Payroll 1/17/25

Councilman Fujinami made a motion to approve the payroll from 1/17/25, Councilman White seconded the motion, and the motion passed unanimously.

 

Bills Payable 1/22/25 – 2/3/25

Councilman Fujinami made a motion to approve the bills payable from 1/22/25 – 2/3/25, Councilman Henderson seconded the motion, and the motion passed unanimously.

 

Lagoon Pay App

No Pay App.

 

Swank Pay App #4 & #5

Councilman Fujinami made a motion to approve Swank Pay App #4 & #5, Councilman Henderson seconded the motion, and the motion passed unanimously.

 

All Other Bills Payable

Councilman Sundstrom made a motion to approve all other bills payable en masse’, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

Water and Sewer Adjustments January 2025

Councilman Fujinami made a motion to approve the water and sewer adjustments from January 2025, Councilman Henderson seconded the motion, and the motion passed unanimously.

 

Unfinished Business from Previous Meeting

Sewer Lagoon Update 

Special Projects Maureen Connor gave the Council an update on the Lagoon Project.

  1. Several grants are getting ready to close out. WRDA grant with $0 left, RPG grant with $31,000 left, ARPA grant with $0 left, SFR A forgiveness loan with $17,000 left, SFR B loan with $900,000 left.

  2. The Lagoon Project is 87% financially complete.

  3. SRF B loan is the last funding source for the Lagoons.

Councilman Fujinami stated that Congressman Zinke’s staff members met with him and Mayor Reddish, and the representatives were very impressed with the funding charts that are posted in the Council meeting room. Congressman Zinke and his team are trying to get the Town funding for the waterline.

Mayor Reddish stated that there will be a walk through with Missouri River Contractors (MRC) and Great West Engineering on Thursday February 6th, 2025, to discuss what needs to be completed to release the 75% retainage to MRC.

Councilman Fujinami made a motion to release the 75% retainage fee to MRC after the walk through is complete, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

 

Water Update

Special Projects Maureen Connor gave the Council an update on the Water Projects.

  1. Swank Change Order #4 change includes separating the transfer pipe from one pipe to two single pipes for an increase of $4100 on the contract price.

  2. Swank Change Order #7 includes the extension of the contract until April.

  3. The Tank Project is being reviewed by the DEQ and the construction is anticipated to start in the Spring to early Summer.

Foreman Ed Roseboom stated that separating the transfer pipe is expected to help with the cavitation in the pipes.

Councilman Fujinami made a motion to approve the Swank Change Orders #4 and #7, Councilman Henderson seconded the motion, and the passed unanimously.

 

Stormwater Update

No update.

 

Ordinance Book

Mayor Reddish stated that Councilman Sundstrom will be taking the lead on updating the Ordinance Book.

Councilman Sunstrom asked, “If everyone had an Ordinance Book and what the current year of their book is?”

Councilman White stated that he has a digital copy of the Ordinance Book, and the year was 2021.

Councilman Sundstrom stated that he would like to tentatively schedule a working meeting on Tuesday February 11th, 2025 @ 6:00 pm.

 

NEW BUSINESS

Resolution 2025-1 Establishing Regular Council Meeting Dates

Mayor Reddish read aloud Resolution 2025-1 to the Council and the public.

Councilman Fujinami made a motion to approve Resolution 2025-1, Councilman Henderson seconded the motion, and the motion passed unanimously.

 

Resolution 2025-2 Establishing Mileage, Lodging, and Per Diem Rates

Mayor Reddish read aloud Resolution 2025-2 to the Council and the public.

Councilman Fujinami made a motion to approve Resolution 2025-2, Councilman Henderson seconded the motion, and the motion passed unanimously.

 

Resolution 2025-3 Sheriff’s Office Fee for Event

Mayor Reddish read aloud Resolution 2025-3 to the Council and the public.

Councilman Fujinami made a motion to approve Resolution 2025-3, Councilman Henderson seconded the motion, and the motion passed unanimously.

 

CORRESPONDENCE

NON-AGENDA ITEMS

Council

Foreman Ed Roseboom stated that there will be bills coming in from CAT for the excavator and chains for the snowplow.

Ordinance Book Working Meeting

February 11th, 2025

Town Hall @ 6:00 pm

Council in attendance: Carl Sundstrom, John Laigaie, Jason White, Gary Fujinami, Scott Lyons, Josh Henderson. Council absent: Mayor Daniel Reddish. Others in attendance: Clerk Rachel Parret, Jackie Butler.

 

Call to Order: Councilman Sundstrom called the meeting to order at 6:00 pm.

 

Public Comment with the Jurisdiction of the Council

No Public Comment.

 

Ordinance Book Review

Councilman Sundstrom asked Councilman Lyons if he had the Ordinance Book with all the changes that need to be made within the book from the previous Council working meetings. Councilman Lyons stated that he did not have the Ordinance Book and thought that former Councilwoman Dell-Bishop has the Ordinance Book with the changes.

Changing And Implementing Ordinances

Councilman Lyons stated that any Ordinances that need to be changed will have to have two public readings, a public hearing that has been noticed twice in the newspaper, and then a vote on it from the Council.

 

Submitting the Ordinance to the Codifiers

Councilman Sundstrom stated that the Town needs to start submitting the Ordinances that have been passed but that are not currently in the Ordinance Book, to have an updated Ordinance Book.

The last Ordinances submitted were from March 2021.  Ordinances from March 2021 to 2024 need to be submitted.

 

Next Working Meeting

Clerk Rachel Parret will contact former Councilwoman Dell-Bishop to have the Ordinance Book returned to the Town.  Rachel Parret will also look for the Sewer Ordinance from 2018.

 

Councilman Sundstrom stated that the Council should review all the Ordinances starting with Section 1.  Councilman Sundstrom asked all Councilmembers for their suggestions.

Councilman Lyons stated that the Council should review all the Ordinances in Section 1 for the next meeting.

Councilman White stated that he would like to start with the Ordinances that need to change right away.

Councilman Fujinami stated that starting from the beginning is easier for him to review, however he understands starting with the pressing Ordinances that need to be changed.

Councilman Henderson stated that he agreed with Councilman White about working on the pressing Ordinances first.

Councilman Lyons stated that the Council should go through Section 1 and go over any pressing Ordinances.

Councilman Laigaie stated that the Council should go through the necessary Ordinances first and submit them right away.

Councilman Lyons stated that the Town can only submit the Ordinances that are currently passed. If ordinances need to be changed then the Council needs to go through the process of two readings, public hearing, and Council vote before they can be submitted to the Codifiers.
