PHILIPSBURG TOWN COUNCIL MEETING MINUTES
February 15th, 2022
7:00 P.M. Philipsburg Town Hall
Council in Attendance: Mayor Daniel Reddish, DuWayne Ulrich (video), Scott Lyons, John Laigaie, Gary Fujinami, Carl Sundstrom, and Jason White. Others in attendance: Town Clerk Reed Speegle, Public Works Director Sam Dennis, Grant Writer Maureen Connor, Robert Medof (video), and Dick Hoehne.
Mayor Reddish moved the Conservation District Appointment to the top of the agenda. Dick Hoehne explained the District Board and its composition. He talked about past, ongoing, and future projects. He stated that they meet monthly. Councilmembers asked a few questions for clarification on certain projects. Maureen Connor told the Council what she knew about the District given her past experience with them. Councilman Sundstrom made the motion to reappoint Dick Hoehne to the Board, Councilman Lyons seconded the motion, and it was approved unanimously. Mayor Reddish said he would send a letter to the District.
Minutes of Prior Meetings
Councilman Sundstrom made the motion to approve the minutes from 2/1/22, Councilman Lyons seconded the motion, and it was approved unanimously.
Bills Payable
Councilman Lyons made the motion to approve the bills payable, Councilman Sundstrom seconded the motion, and it was approved unanimously.
OLD BUSINESS
Sewer Lagoon Update
Maureen Connor reminded the Council that the sludge hauling RFP was out, there would be a walk through, and the project would be awarded likely in March. Mayor Reddish stated that working with the Trust added another layer of complexity to the project that needed to be accounted for. He said the bids would need to be submitted by the 28th and the opening would take place that day. There was a brief discussion among the Council as to the expectations and logistics of the project going forward.
Latecomer Agreement Ordinance – 2nd Reading and Decision
Councilman Sundstrom made the motion to waive the 2nd reading, Councilman Lyons seconded the motion, and it was approved unanimously.
Councilman Lyons made the motion to approve the ordinance, Councilman Fujinami seconded the motion, and it was approved unanimously.
Conservation District Appointment
Already discussed above.
NEW BUSINESS
Attorney Hiring Decision
Mayor Reddish gave background on the topic concerning the three interviews that were held. Councilman Lyons made the motion for the Mayor to offer the position of Town Attorney and enter in to negotiations with Greg Overstreet, Councilman Laigaie seconded the motion, and it was approved unanimously.
MAPS Contract Historical District
There was a short discussion on the process of how some of this information would be accumulated. Councilman Sundstrom made the motion to approve the contract, Councilman Fujinami seconded the motion, and it was approved unanimously.
Community Wildfire Protection Plan
Councilman Lyons made the motion to approve the proposal, Councilman Fujinami seconded the motion, and it was approved unanimously.
Possible Annexation of Poser Minor-Subdivision
Mayor Reddish read the petition. Sam Dennis said he believed there are town utilities available. Robert Medof explained the situation and the potential process going forward. This would be put on the agenda for the following meeting.
FY21 Closing Adjustments/Claims
Reed Speegle said there were no adjustment to make or claims to approve at the time but gave an update on the AFR/audit process.
NON AGENDA ITEMS
Council
Councilman Laigaie discussed a continuing resolution proposal in support of the Right to Bear Arms Week.
Councilman Laigaie also said he was in contract with FWP concerning the urban deer issue.
Public Comment on Matters within the Town Council’s Jurisdiction
No comment.
Councilman Ulrich made the motion to adjourn at 8:22, Councilman Lyons seconded the motion, and it was approved unanimously.
