PHILIPSBURG TOWN COUNCIL MEETING MINUTES

January 18th, 2022

7:00 P.M. Philipsburg Town Hall

 

Council in Attendance: Mayor Daniel Reddish, DuWayne Ulrich (video), Scott Lyons, John Laigaie, Gary Fujinami, Carl Sundstrom (video), and Jason White. Others in attendance: Town Clerk Reed Speegle, Public Works Director Sam Dennis, Grant Writer Maureen Connor, Ben Larson and Dave Lee.

 

Minutes of Prior Meetings

Councilman Lyons made the motion to approve the minutes from 1/4/22, Councilman White seconded the motion, and it was approved unanimously.

Bills Payable

Councilman Lyons made the motion to approve the bills payable, Councilman Laigaie seconded the motion, and it was approved unanimously.

 

OLD BUSINESS

Growth Plan Update

Mayor Reddish spoke with Jerry Grebenc from Great West Engineering.  Jerry wanted to schedule a public meeting to discuss the growth plan on Tuesday, January 15th at 10:30.  Maureen Connor talked about the CBGB grant that was paying for some of the expenses of the growth plan.  She talked about some of the other components of the grant that included mapping, community wildfire protection, and historical preservation.  There was a brief discussion of the process moving forward.

Sewer Lagoon Update

Mayor Reddish stated that he was in contact with Great West on a consistent basis.  Maureen Connor talked about the ARPA phases being the sludge removal and lagoon treatment.  The plan is to issue a RFP for disposal in the 1st week of February.  There was a discussion on the logistics of the hauling.  There may be a need for mixing depending on the moisture content of the sludge.  It was reported that Great West was approximately 95% done with the final design for the lagoon treatment phase.  Mayor Reddish said he would continue to be in contact with representative from the DEQ over the next few weeks.  Sam Dennis said Great West would be conducting the surveying of the lagoons the following week.

Latecomer Agreement

Mayor Reddish had previously asked for the Council to review the draft.  Councilman Laigaie said he thought it was well drafted.  Councilman Lyons inquired about how other towns addressed similar agreements.  He then talked about the methodology that would need to be filled in.  Mayor Reddish said he would reach out to Jeff Hindoien to schedule a phone conference concerning this topic.  Councilman Lyons made the motion to table the subject, Councilman Laigaie seconded the motion, and it was approved unanimously.

 

NEW BUSINESS

Attorney Interview Schedule

Councilman Lyons stated that the interviews had been scheduled for 10:30 a.m., 12:30 p.m., and 2:00 p.m. on January 20th.

 

NON AGENDA ITEMS

Council

Mayor Reddish talked about reappointing Dick Hoehne as the Town’s Conservation District representative.

Councilman Laigaie encouraged the rest of the attendant at the meeting to spread the word about the Town flag competition.

Councilman Laigaie also said he would try to get in contact with District Ranger Cameron Raser to discuss the urban deer issue.

Public Comment on Matters within the Town Council’s Jurisdiction       

No comment.

 

Councilman Lyons made the motion to adjourn at 8:26, Councilman Laigaie seconded the motion, and it was approved unanimously.
