PHILIPSBURG TOWN COUNCIL MEETING MINUTES

March 2, 2021

7:00 P.M. Philipsburg Town Hall

 

Council in Attendance: Mayor Daniel Reddish, John Johnson (video), DuWayne Ulrich, Scott Lyons, Carl Sundstrom (video), Max Statler, and John Laigaie. Others in attendance: Town Assistant Clerk Cyndia Reddish, Director of Public Works Sam Dennis, Town Attorney Robert Medof, Patricia Mee (video), and Dale Mee (video).

 

Patricia & Dale Mee – Horse Carriage Business

Mayor Reddish requested that we revisit the Mee request before proceeding with the regular agenda. Patricia and Dale Mee said they had contacted the Department Of Transportation and there were no complications. Sheriff Dunkerson had no issues. If the carriage has a “Slow Moving” plaque it can go on the highway.

 

STANDING REPORTS

Grant Writer

Council approved the Mayor’s request to use Great West as the vendor for the Planning Grant after consultation with the Town Attorney and the Town Clerk. Councilman Sundstrom made the motion to proceed, Councilman Lyons seconded the motion, and it was approved unanimously.

 

Director Of Public Works

Discussion about malfunctioning garage doors and need to get repairs done before impending price increases. Councilman Ulrich made the motion to proceed with repairs, Councilman Lyons seconded the motion, and it was approved unanimously.

 

Town Attorney

Attorney Medof stated he will remain as Interim Attorney until March 31, 2021, or until a new attorney is hired.

 

Minutes of Prior Meetings

Councilman Ulrich made the motion to approve the minutes from February 16th, Councilman Lyons seconded the motion, and it was approved unanimously.

 

Payroll and Bills Payable

Councilman Lyons made the motion to approve the bills payable, Councilman Statler seconded the motion, and it was approved unanimously.

 

Water and Sewer Adjustments

Councilman Lyons made the motion to approve the water and sewer adjustments, Councilman Statler seconded the motion, and it was approved unanimously.

 

 

Project Request Payments

Councilman Lyons made the motion to approve the storm water pollution prevention plan #15105 2/15/21, Councilman Statler seconded the motion, and it was approved unanimously.

Payment of invoice #15099 in the amount of $1032 from Pioneer Technical was tabled until a consultation with Town Clerk and Treasurer on how to transfer cost to Woith Engineering.

 

Financials

Discussion regarding whether or not to dissolve the Friends of Philipsburg Trust.

 

A motion was made by Councilman Lyons to table the financials, Councilman Ulrich seconded the motion, and it was approved unanimously.

 

OLD BUSINESS

Water/Sewer Ordinance Changes

Robert Medof read the revised Ordinances. Ordinances will be added to official binders. Councilman Lyons made the motion to approve the Ordinances, Councilman Ulrich seconded the motion, and it was approved unanimously.

 

Town Attorney Hiring Process

Discussion regarding interview scheduling for March 8th through 12th with Town Council and prospective attorneys.

 

Sewer Lagoon Update

Sam Dennis stated that the dredge would be available later in the summer.

 

Right to Bear Arms Week Resolution

The first week in March (3/1 – 3/7) is declared the official observance of the right to keep and bear arms, #1-1-224. Councilman Lyons made the motion to approve the observance, Councilman Ulrich seconded the motion, and it was approved unanimously.

 

NEW BUSINESS

Lagoon Capacity Task Order – HDR

Discussion regarding capacity, Sam Dennis stated that acquiring an independent analysis on lagoon capacity would improve chances of DEQ approval. Councilman Ulrich made the motion to approve the observance, Councilman Lyons seconded the motion, and it was approved unanimously.

 

SCADA Maintenance Task Order – HDR

Councilman Lyons made the motion to approve the SCADA Maintenance Task Order, Councilman Statler seconded the motion, and it was approved unanimously.

 

 

Committee Updates

Discussion regarding volunteers for Council Chairs on committees, more frequent meetings, making more details available to inform Council Chairs. Councilman Laigaie said there is a snow removal tutorial on Friday the 5th, 3:00 P.M., at Town Hall.

 

Council

Announcement of the First Quarterly Joint Session with County Commissioners that will take place on March 10th, 6:00 P.M., Philipsburg Town Hall.

 

Public Comment on Matters Within the Town Council’s Jurisdiction

No comment.

 

Councilman Ulrich made the motion to adjourn at 8:40 P.M., Councilman Lyons seconded the motion, and it was approved unanimously.
