PHILIPSBURG TOWN COUNCIL WORK SESSION MINUTES

March 20th, 2018

7:00 P.M. TO 9:00P.M.

Philipsburg Town Hall

 

Council in Attendance:  Mayor Daniel Reddish, John Johnson, Julian Ricci, Carl Sundstrom, and Nicole Nelch.  Council absent:  DuWayne Ulrich.  Others in attendance:  Town Clerk Reed Speegle, Public Works Director John Vukonich, Town Attorney Robert Medof, Steve Immenschuh, Tom Mullen, and Lorraine Dell-Bishop.

 

Meeting Minutes

Councilwoman Nelch made the motion to approve the meeting minutes from February 6th, Councilman Sundstrom seconded the motion, and it was approved unanimously. 

Bills Payable

Councilman Ricci made the motion to approve the bills payable, Councilwoman Nelch seconded the motion, and it was approved unanimously. 

Town Social Media

Councilman Ricci wanted to reevaluate what information the public needs.  Councilwoman Nelch wanted the Council packets available to the public.  Councilman Johnson did not want everything that was being posted to social media to be posted going forward.  Councilman Sundstrom was not in favor of using Facebook.  Mayor Reddish asked the Council if they would agree to provide content for the website.  Councilman Ricci stated that the ordinances were already on the site.  Councilwoman Nelch was in favor of a more simplified, more basic site. 

Payment Process for PERS Fine

Robert Medof stated that the fine was now in the amount of $11,790.00 and that after talking to the PERS attorney they would be satisfied with 25% up front.  Councilwoman Nelch wanted to pay the amount in entirety in the current fiscal year.  Reed Speegle said that the Council should look at making a budget amendment later in the fiscal year if this was the case. 

 

TOPICS OF DISCUSSION

 

  1. Town Park Trail

Steve Immenschuh and Reed Speegle gave an update on the project as well as some background information.  Mayor Reddish brought up the potential issue of wage rates since it was using federal funds and would constructed on public property.  Robert Medof said that the project would likely require any contractor to pay prevailing wage. 

  1. Sewer Lagoon/InterCap/CIP Update

Mayor Reddish had distributed the CIP but there was still work to be done on gathering estimates.  The Town had made the decision to use Public Works Director John Vukonich to come up with these figures.  Councilwoman Nelch said that John Vukonich was the best resource the Town had because of his familiarity with Town infrastructure.  She was looking for a specific timeline and action plan.  John Vukonich had some question about the process and the methodology for coming up with estimates.  Councilman Sundstrom stated that edits to the draft of the CIP were still needed.

 

  1. Town Purchasing Policy

Councilman Sundstrom had drafted a potential purchasing policy for Town employees.  Reed Speegle asked about consumable vs non consumable good.  There was no major objection from anyone on the structure of the purchasing policy.

  1. Personnel Committee Meeting Update

Councilman Johnson wanted to remove ordinances pertaining to personnel from the Ordinance Book.  Councilman Johnson also said that they would be working on job descriptions for Town employees.

  1. Water & Sewer Main Policy

Mayor Reddish wants the Council to read the draft of a water and sewer main policy that was in the packets.  Councilwoman Nelch also wanted the Town Crew to review the draft. 

  1. Abandonment Application

Mayor Reddish also wanted the Council to review the draft an abandonment application that Councilwoman Nelch had mocked up. 

 

 

Tom Mullen asked a few question about the Town Website. 

Lorraine Dell-Bishop asked about plowing on South Holland.

 

Councilman Johson made the motion to adjourn at 8:30, Councilman Sundstrom seconded the motion, and it was approved unanimously.
