PHILIPSBURG TOWN COUNCIL MEETING MINUTES

May 3rd, 2022

7:00 P.M. Philipsburg Town Hall

 

Council in Attendance: Mayor Daniel Reddish, Scott Lyons, John Laigaie, Gary Fujinami, Carl Sundstrom, and Jason White. Council absent:  DuWayne Ulrich.  Others in attendance: Town Clerk Reed Speegle, Public Works Director Sam Dennis, Grant Writer Maureen Connor, Barbara Cahill, Robert Medof, KL Dell-Bishop, and Kirk Boxleitner (video).

 

STANDING REPORTS

Sheriff

Report submitted.

Library Board

Barbara Cahill talked about programs that had happened and that were upcoming.  She talked in more detail about plans for a candidate meet and greet in the coming month.

Chamber of Commerce

No report.

Parks Board

No report.

Fire Department

Sam Dennis said the Fire Department was in the process of updating their bylaws.

Grant Writer

Mayor Reddish stated that the Town was still waiting on final design for the lagoons.  Maureen Connor discussed the various grants that she was working on.  The MCEP deadline was May 19th and she discussed the process in further detail.  She talked about SRF as a potential loan source in the future if needed.  Maureen discussed a RRGL planning grant from the State that she had applied for and been granted that was for $15,000 with a $2,000 local match.  This would be for water storage.  Maureen was also working on a RDG application for sewer that was due May 16th.  Finally she discussed the status of the grant for the Town’s Growth Plan.

Director of Public Works

Sam Dennis told the Council that the new hires were working out well so far.

Town Attorney

Mayor Reddish said that Greg Overstreet would be in the town the following day.

Town Clerk

Reed Speegle gave an update on the audit and treasury report for ARPA.

 

Minutes of Prior Meetings

Councilman Sundstrom made the motion to approve the minutes from April 19th, Councilman Lyons seconded the motion, and it was approved unanimously.

Payroll and Bills Payable

Councilman Lyons made the motion to approve the payroll, Councilman Fujinami seconded the motion, and it was approved unanimously.

Councilman Fujinami made the motion to approve the bills payable, Councilman Laigaie seconded the motion, and it was approved unanimously.

Water and Sewer Adjustments

Councilman Lyons made the motion to approve the water and sewer adjustments, Councilman Fujinami seconded the motion, and it was approved unanimously.

Project Request Payments

Councilman Sundstrom made the motion to approve HDR invoice #23081, Councilman Lyons seconded the motion, and it was approved unanimously.

Councilman Lyons made the motion to table HDR invoice #23079, Councilman Fujinami seconded the motion, and it was approved unanimously.

Councilman Sundstrom made the motion to approve HDR invoice #23081, Councilman Lyons seconded the motion, and it was approved unanimously.

Councilman Lyons made the motion to approve Great West Engineering invoice #26193, Councilman Sundstrom seconded the motion, and it was approved unanimously.

Councilman Sundstrom made the motion to approve Pioneer Technical invoice #17253, Councilman Lyons seconded the motion, and it was approved unanimously.

Councilman Lyons made the motion to approve Pioneer Technical invoice #17434, Councilman Fujinami seconded the motion, and it was approved unanimously.

Councilman Lyons made the motion to table Pioneer Technical invoice #17435, Councilman Sundstrom seconded the motion, and it was approved unanimously.

Financials

Mayor Reddish spoke briefly about the Parks budget.  Councilman Lyons made the motion to approve the financials, Councilman White seconded the motion, and it was approved unanimously.

 

OLD BUSINESS

Sewer Lagoon Update

Discussed earlier in the meeting during Grant Writer report.

Growth Plan Update

Mayor Reddish said he would send out the latest draft to the Council for review.

Encroachment Ordinance – 2nd Reading & Decision

Councilman Lyons made the motion to waive the reading of the Ordinance exhibits, Councilman Fujinami seconded the motion, and it was approved unanimously.  Mayor Reddish then read the Ordinance.  Councilman Lyons made the motion to approve the Ordinance, Councilman Fujinami seconded the motion, and it was approved unanimously.

Poser Annexation Ordinance – 2nd Reading & Decision

Mayor Reddish read the Ordinance.  Councilman Lyons made the motion to approve the Ordinance, Councilman Fujinami seconded the motion, and it was approved unanimously.  Robert Medof stated the the final plat approval would still need to be done at a future meeting.

Town Council Committee Structure

Councilman Sundstrom discussed the Personnel Committee.  Mayor Reddish said he wanted the Council to meeting in the near future to discuss the water and sewer rate structure.  A Finance Committee meeting was scheduled for May 18th at 10:00 a.m.

NON AGENDA ITEMS

Council

Councilman White talked about an upcoming joint meeting.

Councilman Sundstrom asked about the Cemetery District.

Mayor Reddish mentioned a dam exercise on May 14th.

Public Comment on Matters within the Town Council’s Jurisdiction

No comment.

Councilman Lyons made the motion to adjourn at 8:33, Councilman Fujinami seconded the motion, and it was approved unanimously.
