PHILIPSBURG TOWN COUNCIL MEETING MINUTES
November 16th, 2021
7:00 P.M. Philipsburg Town Hall
Council in Attendance: Mayor Daniel Reddish, DuWayne Ulrich, Scott Lyons (video), John Laigaie, Jason White, Carl Sundstrom (video), and Gary Fujinami. Others in attendance: Town Clerk Reed Speegle, Public Works Director Sam Dennis, grant writer Maureen Conner.
Sewer Lagoon RFP – Bid Opening
Maureen Conner opened the four bids. These were the bids in order: HDR, Pioneer Technical, Great West Engineering, and Morrison Maierle. She stated that she was happy that the Town received four bids all from reputable firms. Mayor Reddish talked about guidelines for evaluation for the Council. He stated that there would be a Special Meeting on November 23rd at 7:00 where a firm could be chosen.
Minutes of Prior Meetings
Councilman Ulrich made the motion to approve the minutes from 11/2/21 with edits from Councilman Sundstrom and Councilman Laigaie, Councilman White seconded the motion, and it was approved unanimously.
Bills Payable
Councilman Ulrich made the motion to approve the bills payable, Councilman Laigaie seconded the motion, and it was approved unanimously.
OLD BUSINESS
Growth Plan Update
Mayor Reddish talked about the upcoming open house that Thursday. The event would start at 6:00 p.m.
Johnson De-annexation Resolution
Councilman Ulrich made the motion to table the resolution, Councilman White seconded the motion, and it was approved unanimously.
Habitat for Humanity
Councilman Sundstrom inquired about any updates. Mayor Reddish said he had no heard anything from the parties previously involved.

Councilman Laigaie talked about the Town flag completion which would conclude on June 14th (Flag Day).
Public Comment on Matters within the Town Council’s Jurisdiction
Councilman Ulrich made the motion to adjourn at 7:44, Councilman Laigaie seconded the motion, and it was approved unanimously.
