PHILIPSBURG TOWN COUNCIL MINUTES

October 8th, 2024

6:00 P.M. Philipsburg Town Hall

 

Council in attendance: Mayor Daniel Reddish, Carl Sunstrom, Scott Lyons, Jason White, Gary Fujinami, John Laigaie. Council absent: Lorraine Dell-Bishop. Others in attendance: Clerk Rachel Parret, Special Projects Maureen Connor, Foreman Ed Roseboom, Luke Ulatowski (online), Ashely Long, Elena Gagliano (online).

 

CALL TO ORDER: Mayor Reddish called the meeting to order at 6:00 pm.

 

PLEDGE OF ALLEGIANCE

 

Public Comment Agenda and Non-Agenda

Public Comment on Matters within the Town Council’s Jurisdiction. Public Comment will be limited to 3 minutes.

-No Public Comment.

 

STANDING REPORTS

Sheriff

Sheriff Dunkerson submitted a monthly report to the Council. Councilman Lyons inquired about the stolen gun at the Senior Center. Mayor Reddish will follow up with the Sheriff about the incident.

 

Public Works Foreman

Foreman Ed Roseboom submitted a monthly report to the Council. Ed Roseboom stated that Public Works has everything ready for winter work.

 

Town Clerk

Clerk Rachel Parret stated that the MCEP review on the Lagoon Project went well, and that the Town should be receiving a good standing letter that can be submitted with future grants.

 

Minutes of Prior Meeting 9/17/24

Councilman Sunstrom made a motion to approve the minutes from 9/17/24 with corrections, Councilman Lyons seconded the motion, and the motion passed unanimously.

 

Payroll 9/20/24 - 10/04/24

Councilman Lyons made a motion to approve payroll from 9/20/24 and 10/04/24, Councilman Sunstrom seconded the motion, and the motion passed unanimously.

 

Bills Payable 9/18/24 - 10/7/24

Councilman Lyons made a motion to approve the bills payable from 9/18/24-10/7/24, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

Lagoon Pay App #6

Councilman Lyons made a motion to approve the Lagoon pay app #6, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

 

All Other Bills Payable

Councilman Fujinami made a motion to pay Triple Tree invoices en masse’, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

Councilman Fujinami made a motion to pay HDR invoices en masse’, Councilman Laigaie seconded the motion, and the motion passed unanimously.

Councilman Fujinami made a motion to pay Great West invoices en masse’, Councilman Laigaie seconded the motion, and the motion passed unanimously.

Councilman Fujinami made a motion to pay Swank invoices en masse’, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

 

Water and Sewer Adjustments September 2024

Clerk Rachel Parret explained that there were 16 pages of adjustments for September due to the reader antennae breaking.

Councilman Lyons made a motion to approve the water and sewer adjustments for September 2024, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

 

Unfinished Business from Previous Meeting

Sewer Lagoon Update 

Special Projects Maureen Connor updated the Council on the matters of the Lagoon project.

  1. Lagoon Day had about 50 people in attendance.

  2. MCEP visit went well. The reviewer asked for the 1600-page application and the Town had the report available for review.

  3. Construction meetings will now be held every two weeks.

  4. Cell number one had a leak at the boot. The liner company came back out and fixed the leak.

  5. Discharge from the old Lagoon started on October 7th, 2024. The max amount of 160,000 gallons per day is being discharged.

Councilman Fujinami asked, “If the discharge will run through new UV plant when it is up and running?” Foreman Ed Roseboom stated that everything will run through the UV plant.

Councilman Sunstrom asked, “If the O&M will be low on the Scada system?” Foreman Ed Roseboom stated that the Scada will notify Public Works if there are any problems at the Lagoon.

 

Water Update

Special Projects Maureen Conner updated the Council on the water projects.

  1. Swank, HDR, and Town construction meetings will be held every two weeks pertaining to the Springs Pump Project.

  2. Procurement has been a battle on the Pump Project.

  3. Foreman Ed Roseboom will notify the Mayor when Swank is in Town. The Mayor will conduct interviews for the grants.

  4. Silver Springs change order - Scada Task Order #3 Amendment #1

Stormwater Update

Special Projects Maureen Connor gave the Council an update on the Stormwater project.

  1. Change order for PER design and survey for the left-over grant money – Stormwater Task Order #3 Amendment #1

Councilman Lyons made a motion to approve the Stormwater Task Order #3 Amendment #1, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

 

 

NEW BUSINESS

SLIPA Grant $91,732 with a 25% match

  1. Ask Triple Tree to have DEQ move forward on the project approval.

  2. Enter into an agreement with a preferred contractor.

Councilman Lyons made a motion to approve the SLIPA grant with a 25% Town match, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

RAC Project

  1. Improvements have been made to the Red Lion Road.

  2. Project started at the Cable Campground

  3. Private landowner donated materials for the project’s road improvement.

  4. The Town response time to Fred Burr Lake has gone from 2.5 hours to 1 hour due to road improvement.

  5. Write a thank you letter to Dan Flynn for the donation.

 

SCADA Task Order #3 Amendment #1 – ACTION ITEM

Councilman Lyons made a motion to approve SCADA Task Order #3 Amendment #1, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

SCADA Task Order #4 Amendment #1 – ACTION ITEM

Councilman Lyons made a motion to approve SCADA Task Order #4 Amendment #1, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

SCADA Task Order #10 Amendment #1 – ACTION ITEM

Councilman Lyons made a motion to approve SCADA Task Order #10 Amendment #1, Councilman Fujinami seconded the motion, and the motion passed unanimously.

 

NON-AGENDA ITEMS

Council

Councilman Laigaie gave a demonstration on how the deer trap will work for the Council.

Councilman Lyons will continue to work on the Town’s .gov emails.

Councilman Lyons stated that the Brewery will be blocking off N. Sansome Street for Oktoberfest.

Mayor Reddish stated that the MT League of Cities and Towns Conference was very therapeutic.

Councilman Lyons made a motion to adjourn at 7:35 pm, Councilman Sundstrom seconded the  motion, and the motion passed unanimously.
