PHILIPSBURG TOWN COUNCIL MEETING MINUTES
October 16th, 2018
7:00 P.M. Philipsburg Town Hall
Council in Attendance: Mayor Daniel Reddish, DuWayne Ulrich, John Johnson, and Derek Kuhl. Council absent: Nicole Nelch and Carl Sundstrom. Others in attendance: Town Clerk Reed Speegle, Town Attorney Robet Medof, and Mark Sweeney.
Mark Sweeney addressed the Council in relation to his candidacy for the Montana State House. He told the Council about his experience and background.
Minutes of Prior Meetings
Councilman Johnson made the motion to approve the minutes from 9/18/18, Councilman Ulrich seconded the motion, and it was approved unanimously.
Councilman Ulrich made the motion to approve the bills payable, Councilman Kuhl seconded the motion, and it was approved unanimously.
Fred Burr Water Line Update
Mayor Reddish informed the Council that the access road to the pipe was punched in and that it took Ed Roseboom roughly 5 days of work. The project to replace the pipe would have to be put out for bid again in the spring.
Vintage Street Light Ordinance (2nd Reading)
Councilman Kuhl asked whether the horse ties should be included in the ordinance. The Council decided that it wasn’t necessary at the time. Mayor Reddish read the ordinance for its second reading. Councilman Ulrich made the motion to approve the ordinance, Councilman Kuhl seconded the motion, and it was approved unanimously.
Overnight Camping Prohibition at Big Town Park Ordinance (2nd Reading)
Mayor Reddish read the ordinance for its second reading. Councilman Ulrich made the motion to approve the ordinance, Councilman Kuhl seconded the motion, and it was approved unanimously.
Public Works Update
Mayor Reddish told the Council that Liquid Engineering was scheduled to clean the water tanks. He also said that the storm drains will need some service and that he would reach out to Leo Graham about that situation.
Mayor Reddish gave an update on what had been received from the RFP. Reed Speegle said that he was in contact with two other firms about submitting proposals. Mayor Reddish said the Town should consider signing a renewal for a single year if none of the proposals are deemed adequate.
Bank Account – Town Court
Ree Speegle informed the Council that there was an issue with a previously used checking account that was on the Town’s books. He would follow up with the Justice of the Peace to figure out what to do with it.
BLM Land Transfer
Mayor Reddish said he would like a vote on this issue in November if possible.
No new business.
NON AGENDA ITEMS
Mayor Reddish told the Council of a letter of interest he received from Scott Lyons about filling the vacancy on the Town Council. This would be put on the agenda for the next meeting.
Councilman Johnson said he was still researching zoning.

Councilman Ulrich made the motion to adjourn at 7:40, Councilman Kuhl seconded the motion, and it was approved unanimously.
