PHILIPSBURG TOWN COUNCIL MEETING MINUTES

September 15th, 2020

6:00 P.M. Philipsburg Town Hall

 

Council in Attendance:  Mayor Daniel Reddish, John Johnson, Derek Kuhl, DuWayne Ulrich, Scott Lyons, and Carl Sundstrom. Council absent:  Nicole Nelch.  Others in attendance:  Town Clerk Reed Speegle, Director of Public Works Sam Dennis, Town Attorney Robert Medof, Jay Harper, Scott Sylvester, Allison Mouch, Todd Kuxhaus, Rob Jarvis, John Skousen, Susie Mullen, and Tom Graham.

 

Improvements to Winninghoff Park/PIA/Rotary

John Skousen talked about the money the Rotary had been donated to be allocated to Winninghoff Park.  The Rotary had met with the PIA and laid out a plan for upgrades to the Park.  Jay Harper talked about a retaining wall on the east side of the park, upgrades to the lights, and handicap accessibility.  The Mayor said he was in favor as long as the Public Works Director had oversight on the project. Councilman Johnson made the motion to proceed with the plans, Councilman Lyons seconded the motion, and it was approved unanimously.  John Skousen said they hope to finish the project before there was snow on the ground. 

 

Minutes of Prior Meetings

Councilman Ulrich made the motion to approve the minutes from 9/1/20 with a few edits from Councilman Sundstrom, Councilman Lyons seconded the motion, and it was approved unanimously.

Bills Payable

Councilman Sundstrom made the motion to approve the bills payable, Councilman Johnson seconded the motion, and it was approved unanimously.

 

OLD BUSINESS

ED Revolving Fund Resolution

Robert Medof read his correspondence from Gus at the Department of Revenue.  Councilman Sundstrom asked about needing a revenue plan.  Robert said it was contained in the resolution and that it was under the Council’s discretion as to how to spend the money.  Mayor Reddish read the resolution.  Councilman Lyons made the motion to approve the resolution with an edit from Robert Medof, Councilman Ulrich seconded the motion, and it was approved unanimously.

Cash Reconciliation Resolution

Councilman Kuhl made the motion to table the resolution, Councilman Sundstrom seconded the motion, and it was approved unanimously.

 

NEW BUSINESS

FY21 Budget Public Hearing & Resolution

Councilman Lyons made the motion to table the resolution, Councilman Sundstrom seconded the motion, and it was approved unanimously.  Mayor Reddish then opened the public hearing for the FY21 budget.  Councilman Sundstrom talked about the electric fund and the union contract.  There was then a brief discussion of the parks projects and how they would fit in to the budget.  Reed Speegle said the expenses would be handled by the third parties.  Mayor Reddish then closed the hearing after there was no public comment.

Council

Mayor Reddish read a letter from the Chamber of Commerce.

Public Comment on Matters within the Town Council’s Jurisdiction

No comment.                                                                                                     

 

Councilman Lyons made the motion to adjourn at 6:35, Councilman Kuhl seconded the motion, and it was approved unanimously.
