Job Title: Philipsburg Director of Public Works

 

Reports To: Mayor/Town Council

FLSA Status: Exempt

Position Summary:  This position of Director of Public Works for the Town of Philipsburg, Montana is a salaried position.  Individual reports directly to the Mayor as well as reporting to the Town Council at related scheduled meetings.  Individual will direct public works operations to include but not limited to streets, roads, alleys, parks, buildings, water treatment, watershed management, water transmission and distribution systems, wastewater treatment, collection systems and hydroelectric plants.  Will supervise workers within the department, plan and implement work schedules for those employees.  Will maintain communication with all concerned individuals, develop and monitor department budget and insure necessary training for staff.  Individual must have at least eight (8) years experience within the position of public works and required licenses/certificates required for insuring position competencies.  Licenses will include Commercial Driver's Class B, Water Treatment System Operator Second Class, Wastewater System Operator Third Class and Low Pressure Boiler.

Essential Duties and Responsibilities:

  1. Supervise all maintenance operations as defined above and develop daily work schedules for department personnel.

  2. Develops yearly budget to include salaries, consumable and non-consumable supplies, capital equipment and necessary training/licensing for staff.  May also develop related budget for Capital Improvement Program.

  3. Maintains open communication both verbally and by documentation with all concerned parties.    Courteous to the all individuals and responsive to resident/community needs related to public work issues resulting in effective working relationships.

  4. Works in concert with town's hired engineers, Environmental Protection Agency representatives and Montana Department of Environmental Quality to insure permit compliance and other mandated requirements.  Responsible for monitoring elements of AOC.

  5. Supervises equipment repair and maintenance to include all costs and hours required to complete tasks.

  6. Responsible for researching and implementing improvements to the operation of the department, formulation of policies, and coordination of activities in accordance with general policies established by the Town Council.

7. Ensures safety of workers by appropriate training and education.  Familiar with OSHA and union requirements.

8. Monitors expenditures and approves all requisitions.

9. Knowledgeable of Montana Code Annotated guidelines which are applicable to department responsibilities and functions.

10. Ensures that 24 hour coverage for emergency situations is available.

11. Meets with Mayor, engineers, developers and contractors as needed to provide for overall planning and project development; serve as resource for technical public works expertise; discuss project parameters and requirements; prepare bids; work with contracted vendors and town staff to resolve problems. 

12. Prepares all required documentation for Mayor and Town Council.

13. Performs yearly performance evaluations and has the responsibility to hire and terminate department employees.

14. Performs other duties as assigned.
