PHILIPSBURG TOWN COUNCIL MEETING MINUTES
January 17th, 2023
7:00 P.M. Philipsburg Town Hall
Council in Attendance: Scott Lyons, John Laigaie, Carl Sundstrom, Jason White, and Lorraine Dell-Bishop. Council absent: Mayor Daniel Reddish and Gary Fujinami. Others in attendance: Town Clerk Reed Speegle, Grant Writer Maureen Connor, Kendrick Richmond, Justine Richmond, Jackie Butler, DuWayne Ulrich (video), and Gwyneth Hyndman.
Council Vacancy
Councilman Sundstrom made the motion to appoint Lorraine Dell-Bishop to the vacant Town Council seat, Councilman Laigaie seconded the motion, and it was approved unanimously. Councilman Lyons led Lorraine in reciting the oath of office.
Jackie Butler – N. Railroad Street
Jackie Butler expressed some issues she was having in her neighborhood. It had to do with neighboring properties, noise, and a culvert next to her property. The Council said they would take a look at the issue and get back to her.
Bills Payable
Councilman Sundstrom made the motion to approve the bills payable, Councilman Laigaie seconded the motion, and it was approved unanimously.
Financials
Councilman White made the motion to approve the financials, Councilman Laigaie seconded the motion, and it was approved unanimously.
Journal Vouchers
Reed Speegle explained the journal vouchers. Councilman Sundstrom made the motion to approve the journal vouchers, Councilman Laigiae seconded the motion, and it was approved unanimously.
OLD BUSINESS
Sewer Lagoon Update
Maureen Conner reported that Mayor Reddish was currently in Helena testifying on bills to fund this project.
Growth Plan Update
Maureen Conner gave a status update on the three addendums to the Growth Plan. She said reimbursement for the grant was to be submitted before the end of the month.
Water/Sewer Policy
Councilman Lyons said the next working meeting was scheduled for January 19th at 10:00 a.m.
ARPA #2 Strategy
Maureen Conner informed the Council that the Town should be under contract with the State soon. She then talked about the scope of the project with the Council.
Code Enforcement
Councilman Lyons stated that they still needed to schedule an appointment.
NEW BUSINESS
Personnel Manual
Councilman Sundstrom wanted to do another review of the personnel manual to see if parts needed to be updated. He said he would like to schedule a meeting to discuss this in February.

Councilman Laigaie asked about the light in Town Hall.
Public Comment on Matters within the Town Council’s Jurisdiction
Larry Holmes thanked the Council for considering him for the open Council seat and said he was glad the Town was able to find a replacement.
Councilman Laigaie made the motion to adjourn at 8:03, Councilwoman Dell-Bishop seconded the motion, and it was approved unanimously.
