PHILIPSBURG TOWN COUNCIL MINUTES
December 3rd, 2024
6:00 P.M. Philipsburg Town Hall
Council in attendance: Jason White, Scott Lyons, Mayor Daniel Reddish, John Laigaie, Carl Sundstrom (online), Gary Fujinami. Others in attendance: Clerk Rachel Parret, Special Projects Maureen Connor, Foreman Ed Roseboom, Sue Sweeney, Luke Ulatrowski, Elena Gagliano (online).
CALL TO ORDER: Mayor Reddish called the meeting to order at 6:00 pm.
PLEDGE OF ALLEGIANCE: Mayor Reddish led the Pledge of Allegiance.
Public Comment Agenda and Non-Agenda
Public Comment on Matters within the Town Council’s Jurisdiction. Public Comment will be limited to 3 minutes.
No Public Comment.
Sue Sweeney – Library Report
Sue Sweeney with library board gave an update on the library.

In 2017 the library had 105 programs and in 2024 the programs increase to 261.

Visitor have increased from 5,200 in 2017 to 14,720 in 2024.

Mill Levy brings in $47,000 a year and this is proving to be enough funding.

The library has a studio apartment and 3 office spaces for rent to help bring in funding.

Starting January 1st, 2025, the library campaign will begin with hopes of 1000 people donating $20.25 each.

Pint Night for the library will be January 9th, 2025.

The library will have an open house on Yule Night December 13th, 2024.

The library raised $10,000 at the Rotary Concert.
Mayor Reddish thanked Sue for the update on the library.
STANDING REPORTS
Sheriff
Sheriff Dunkerson submitted a monthly report to the Council.
Public Works Foreman
Foreman Ed Roseboom submitted a monthly report to the Council.
Ed Roseboom stated that the new backhoe is here and there will be training available for the crew.
Town Clerk
Clerk Rachel Parret stated that the Annual Financial Report is currently being worked on and should be ready to be submitted to the State by the end of December.
Minutes of Prior Meeting 11/19/24 & 11/27/24
Councilman Sundstrom made a motion to approve the minutes from 11/19/24 with corrections, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Councilman Lyons made a motion to approve the minutes from 11/27/24, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Payroll 11/20/24
Councilman Lyons made a motion to approve the payroll from 11/20/24, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Bills Payable 11/20/24 – 12/2/24
Councilman Lyons made a motion to approve the bills payable from 11/20/24-12/2/24, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Lagoon Pay App #8
Councilman Lyons made a motion to approve the lagoon pay app #8, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Swank Pay App #3
Councilman Sundstrom made a motion to approve Swank pay app #3, Councilman Lyons seconded the motion, and the motion passed unanimously.
All Other Bills Payable
Councilman Fujinami made a motion to approve all other bills payable en masse’, Councilman Laigaie seconded the motion, and the motion passed unanimously.
Water and Sewer Adjustments November 2024
Councilman Lyons made a motion to approve the water and sewer adjustments from November 2024, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Unfinished Business from Previous Meeting
Sewer Lagoon Update
Special Projects Maureen Connor gave the Council an update on the Lagoon Project.

Cleaning up the site for winter is in progress.

Fencing is going up around the site.

Change Order #4 will be available December 18th, 2024.

Nexom will be training the PW crew January 7-9, 2025.

Headworks screen will be delivered April 4th, 2025.

O&M manuals will be given to the PW crew.
Water Update
Special Projects Maureen Connor gave the Council an update on the Water Project.

The Tank construction meeting with TCS and HDR will be on 12/4/24.

Notice to Proceed will be given to TCS for the Tank Project.

Tank construction will start about the middle of May.

Silver Springs pumps are still being decided on.

Chlorine controls are getting started on.

Monday the rebuilt pumps are being installed.

Ground water study is completed.

Slipa HB 355 grant has been approved to work on Sutter Street.
Stormwater Update
Special Projects Maureen Connor gave an update on the Stormwater Project.

When the PER is completed, the Town will need to hold a Public Hearing.
UpAhead Text Alert
Clerk Rachel Parret stated that the UpAhead Company is waiting for a decision from the Council.
Councilman Lyons stated that is a text alert system is a great way to streamline communication with the people in Town.
Mayor Reddish stated that the text alert system was not budgeted for this year and that we should wait to consider it for the next budget year.
The Council decided not to implement the text alert system at this time.
NEW BUSINESS
Woith Engineering – Request for Plat Extension -ACTION ITEM
Mayor Reddish spoke with Attorney Greg Overstreet, and he agreed that the Town needs to approve the Plat Extension.
Councilman Lyons made a motion to approve the Woith Plat Extension, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Silver Spring Change Order #4 – ACTION ITEM
Special Projects Maureen Connor stated that the change order includes extending the schedule and a price increase.
Councilman Lyons made a motion to approve the Silver Springs Change Order #4, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Chet McLean – Audit Proposal - ACTION ITEM
Councilman Lyons made a motion to approve Chet McLean’s Audit Proposal, Councilman Fujinami seconded the motion, and the motion passed unanimously.
MSS Contract Extension - ACTION ITEM
Same action item as the Silver Springs Change Order #4.
Utility Easement - ACTION ITEM
Councilman Lyons made a motion to approve the Utility Easement, Councilman Sundstrom seconded the motion, and the passed unanimously.
NON-AGENDA ITEMS
Council
Councilman Laigaie stated that 12/7 is Pearl Harbor Day and he will be lowering the Flags for the day.
Mayor Reddish thanked Councilman Laigaie for putting on the ceremony on Veterans Day.
Councilman Sundstrom stated he would still like to see pie charts on the revenue and expenditures for the Town’s budget.
Clerk Rachel Parret stated that the Codifiers called and would like to get started. Rachel Parret told them that the Council will be working on it starting in January.

Councilman Lyons made a motion to adjourn the meeting at 7:48 pm, Councilman Fujinami seconded the motion, and the motion passed unanimously.
